 Materials:• Tulle (we used 2 rolls for our model)• Elastic• Needle• Thread• Scissors• Embellishments as desired! Instructions:• Cut elastic so it fits the person who is going to wear the tutu.Remember, it is stretchy so you can make it a little smaller then waist size.• Sew the ends of the elastic together with the needle and thread so it is nice and secure.• Cut the rolls of tulle into lengths of 20 inches or longer if desired.• Fold each length of
